Ontario revises solar energy rules, may have to rewrite again

About 150 small solar energy developments in Ontario were able to breathe a sigh of relief this week as their operations are now to be included in the new feed-in tariffs, as long as the systems were purchased before October 1st, 2009, and they make their status known and registered by Nov. 30. These home and small-scale solar photovoltaic systems did not meet the province's new 40% local content minimum requirement, and were initially excluded from the program.

Now that the regional issue has been resolved, an international dispute is simmering over the new legislation. Germany's BSW-Solar (solar energy industry association) has already gone on the record as being opposed to the rules, and the Toronto Star quotes an industry source saying major international photovoltaic solar module manufacturers such as SunPower, First Solar, Mitsubishi, Sanyo and Schuco have qualms with the legislation.

"The actions taken in Ontario directly contravene Canada's international trade commitments and place foreign solar equipment makers at a serious competitive disadvantage," the association said.

"We respectfully request that you raise this issue with the appropriate Canadian federal and Ontario provincial authorities, indicating that the European Union will consider seriously all available options to resolve the matter successfully."

Let's look at how these rules can be improved. The new rules, which went into effect Oct. 1, require that small rooftop solar systems contain 40 per cent local content as a combination of labour and equipment.

Larger systems must meet a 50 per cent threshold. Starting in two years that target will rise to 60 per cent. The Ontario solar feed-in tariff program provides between 44.3 and 80.2 cents per kilowatt-hour.

Ontario doesn't want to exclude the big solar companies and doesn't want to violate the WTO "national treatment" mandate and so must take these concerns very seriously. One way to change the legislation in an internationally positive manner would be to shift the focus from exclusionary and make it inclusive:

ALL solar systems eligible for 22 to 40 cents per kilowatt-hour.

Systems meeting 50% of local content targets will receive a 50% bonus and get rates of 33 to 60 cents an hour.

Systems meeting or exceeding 100% of the local content requirements would receive a 100% bonus and get rates 44 to 80 cents per kwh.

Opening the game up to all players shifts the focus to how much will we get paid, and away from why can't we play.

It may also be advantageous to give the rules a term, perhaps ten years, so that the local content requirements ramp up initially over the first two to three years, but then decline until the ten year term expires and all global products and systems are treated equally.

Our focus on nuclear and coal has left Ontario playing catch-up with regard to solar, wind, geothermal and biogas projects, so we really have to get PV right to attract the manufacturing, distribution and installation employment opportunities this rapidly growing industry can provide.

China Revamps and Accelerates PV Solar with Golden Sun Project

Those of you following China's progress in the area of photovoltaic solar energy will appreciate the magnitude of China's new solar energy policy. In an email received from Sam Hopkins, Editor of Green Chip International, Sam pointed out how fast things are moving across that Pacifiying Ocean.

The Golden Sun Project

China unveiled a multi-ministry solar subsidy package on Tuesday that will inject billions into China's solar power industry while pushing towards new national renewable energy targets.

With a three-pronged approach, China's central government will spur the creation of up to 2.6 gigawatts of new solar power capacity through 2011. By that time. . .

The Golden Sun solar subsidy, from the ministries of Finance and Science & Technology, will subsidize 640 MW of solar photovoltaic (PV) installations across the country. . .

The Ministry of Housing and Urban/Rural Construction will administer a 500 MW-subsidy package for BIPV (building-integrated PV). . .

And the National Development and Reform Commission (NDRC) will manage a feed-in tariff to support up to 1.5 GW in new PV installations that will sell energy back to grid utilities.

Local market observers are also expecting a new renewable generation target from the NDRC and National Energy Administration.

The NDRC's Energy Research Institute forecasts an increase in China's 2020 solar capacity goal from 1,800 MW to 10,000 MW, or even more!

State-run newspaper China Daily reports that NDRC officials want to match the European Union and its "20x20" moonshot, by which 20% of electricity capacity will come from renewable resources by 2020.

Right now, China officially has its sights set on 15% by 2020.

"Personally, I think we could reach the target of having renewable sources make up 20 percent of total energy consumption," the NDRC's international ambassador Zhang Xiaoqiang said recently.

And even though China Daily tends to make China look good, this new optimism is far from fluff.

Next to the premium that investors are delivering to stocks like Suntech, perhaps the biggest bet on China's solar power progress is coming from Washington.

U.S. Cleantech Moves Closer to China

On July 15, the U.S. and China told the world about new plans to create a high-tech energy research center that would incubate jointly developed technology while lowering trade barriers.

The first estimate of how much it will take to establish a top-notch lab complex with dual headquarters in both countries is $15 million.

But that's chump change compared to the billions it will take to establish grid-connected solar power in China and expand additional off-grid generation into the hinterlands.

Beijing will subsidize up to 70% of independent solar power projects in unconnected remote areas, official CCTV reports.

Leapfrogging thermal (coal-fired) energy in undeveloped regions will help ensure that more of China's skies stay blue and, more importantly for investors, that new solar customers will chip away at China's excess domestic capacity.

More than 95% of the solar cells produced in China are currently sold abroad.

With Golden Sun and other new initiatives, China's solar power producers will have a more robust local market to add to their revenue sources abroad.

As I write this I am preparing to board a very long flight to China, where I’ll be talking to a few Chinese PV module manufacturers, as well as our existing inverter supplier, Motech, in Taiwan. This will be a chance to meet and greet potential future suppliers on their own ground, and review factories as we consider sourcing more materials from China, but there are many things I already know before embarking.

Yes they have a labor advantage, but China is also pumping a lot of money into R&D in order to make the next generation of renewable energy products, and they are succeeding.

The U.S. does not have a command and control economic system, nor am I suggesting that it should. But when it comes to alternative energy, we can learn a lot from China’s strategies – regardless of differences in our economic systems. China is telling their banks to support PV companies with strong loans, both for domestic and foreign. So the real irony is that I am going to China not just to find products, but to find financing (preliminarily offered) to install those products in the US. The engine for job creation in the US may well be Chinese bank project funding. Meanwhile, U.S. banks are still waiting on a loan guarantee program, which was promised six months ago, is guaranteed to be complex and may not even work. The last U.S. loan guarantee program failed.

The demand for solar exists. The need for action exists. All that’s missing is political will, and streamlined policies that will strengthen our economy, create jobs, save the environment and, in the long term, decrease the cost of living. It’s time for the U.S. to lead; we just need leaders with vision, who will quickly put that vision into action.

There is a difference between a tax deduction and a tax credit. A tax deduction is subtracted from income before tax liability is computed. A tax credit is subtracted from the total tax liability. Currently, there is no solar rebate for residential pool systems or solar heating systems.

Spire Corp (SPIR) surprises with big quarter, analyst estimates blown away

Longtime solar energy stalwart Spire, a great American success story and maker of turnkey solar power manufacturing equipment and related photovoltaic solar energy technology, has let the world in on something solar power industry insiders have been feeling for awhile; the news ain't all bad 'round here.

Despite analys projections of 0.12 per share profit for the quarter, SPIR followers were blown away by the reported 0.62, though at least a third of it is non-recurring.

At 4.71 the shares may seem less popular than others out there, but this is a tightly-held company and one also must appreciate the move into concentrated solar power.

The waning months of the Bush error revealed a world in financial turmoil, and visions of a clean green future were cast aside with every other positive sentiment. $40 oil is actually better for the solar industry than $140 oil, because the entire economy breaks down at the higher level. So while a lot of good news came out in Q3 and Q4, a bear market tends to ignore all this. The biggest thing was the solar energy tax credit in the USA was attached to the bailout bill and extended for 8 years, so Bush may actually get props some day for something he fought so hard against. Funny, in a curious, semi-amusing way.

Spectacular Revenue Growth in Photovoltaic Solar Energy Sector

TSL Trina Solar $6.36

Trina Solar recently announced their sensational Q3 numbers, including record revenue and profits. Some highlights:

Trian Solar Limited (TSL.NYSE) released its operating results in the third quarter of 2008 with net income hitting 32.1 million US dollars, up from 17.1 million US dollars in the second quarter this year.

Trina Solar posted 290.7 million US dollars of revenue and 252.7 MW of solar module shipments, increasing 252.1 percent and 213.7 percent on year, respectively.



FSLR First Solar $92.81

First solar reported revenue of 135 million in 2006 and 504 million in 2007, and the quarter ending in September brought in 348 million. Consistently profitable, FSLR is the thin film leader and one thing the bears may not have factored in is management's ability to secure long term raw materials during this lull in the commodity mania.



JASO JA Solar $2.10

Exponential revenue growth; if JASO starts reporting in US dollars more people will take notice.



SPWRA SunPower Corp $20.59

San Jose CA based American solar power company reported 2006 revenue of 236 mil, 2007 produced 775 mil, and the quarter ending in September brought in 377 mil.



YGE Yingli Green Energy ADR $2.89

YGE is another photovoltaic energy stock that would benefit from reporting in US dollars. 100% plus revenue growth.



STP Suntech Power $6.05

The world went in a tizzy over their warning that they were being hurt by a rising US dollar, and the overall panic in capital markets has hit this one from every other angle too. Reported 2006 revenue of 600 mil, did 1.35 bil in '07 and produced 480 mil in a recent quarter.



CSIQ Canadian Solar $4.06

What matters more, the record $252 mil in quarterly revenue (versus year earlier 97.4) and 11 mil in profit (vs. 0.5) for Q3, or the forecast 70 to 85 mil in total Q4 rev? I think management appears to be on top of things and conserving $100 mil in cash plus credit lines may provide merger and acquisition opportunities in early 2009.

Stock Bargains in the Solar Scrap Heap; PV stocks hit hard

I always caution that I am not publishing buy recommendations but rather suggesting companies that individual and professional investors may want to research further. The oil price shock lessons of the early 70s OPEC crisis are lost on today's media-addicted generation, who repeat their folly in tight cycles. The foolishness of "greed is good" prevails, the manipulation continues, and as the poor get squeezed out at the bottom, the rich begin to load up for the wild ride.

The coming Obama Gravy Train will likely run from next week when the month end rally will start forming, through the tax-loss selling of early December, into the year-end rebalancing and January rebalancing that will shift global capital into equities, then carry on through 2009 before reaching a temporary peak in the spring of 2010; at least that is a scenario that history suggests is plausible.

So who will be the stars of this rally? Some are yet to be known, but you can make a case that clean energy stocks will be among market leaders. Here are some significant solar energy companies that have been hit hard by the twin terrors of falling oil prices and falling stock markets, both of which could easily reverse in the near term.

Solar Energy Stocks Down More Than Two-Thirds

JA Solar JASO

The stock plummeted further today on the quarterly earnings report and 4th quarter forecast, but you'd think investors would have already discounted the $100 million Lehman Brothers writedown.

At $2.38 a share and market cap of $400 mil, eqivalent to about two quarters of revenue, many seem to think this one is terminal, while the problems may well be temporal. An established global customer base leaves them well positioned for any global economic upturn. The stock is down from $27.



Yingli Green Energy YGE

At $4.18 this China-based producer of polysilicon ingots and wafers, PV cells and PV modules now has a market cap of 530 mil, about two quarters of revenue. YGE’s end-products include PV modules and PV systems. The stock is down 90% (from 41.50) but with customers in the USA, Europe and around the world, the future for Yingli may still be bright.



SunPower SPWRA

The stock was smashed mercilesslessly last week after the firm announced its earnings could be adversely affected by a rising US dollar, as if that was an inevitability considering the pristine and prudent state of Washington's finances, and then got caught again in the general correction this week. At 24.72, the shares are down from 144.49, but the market cap of 2.12 bil is valued at almost 3 times last year's revenue and 30 times earnings. San Jose company still has big potential.



LDK Solar LDK

Major supplier of multicrystalline solar wafers to the global photovoltaics energy industry. With the shares at 13.12, down from 75.65, there seems to be a belief that the entire solar electricity sector is down for the count, but here's another view. Even as silicon is eclipsed by thin film, and concentrated photovoltics also enters the fray, each of the 3 generations of solar electric technology will find its own niche and continue to exhibit double digit growth. If the solar electric pie of annual revenue were to grow from ten billion to a hundred billion over the next seven to eight years, there will be room for a wide variety of technologies and management teams. LDK is worth looking into ... they may no longer grow at 300% per year, but that's no longer required.



MEMC Electronic Materials WFR

Silicon wafer producer has diverse customer base and steady revenue growth. How often do you get a chance to buy quality companies like St. Peters, MO-based WFR at 80% off the 52 week high? Perhaps once, maybe twice per decade, and if history repeats as she so often does, then the November 2008 lows for alternative energy stocks will seem like some of the best bargains in the history of growth stock investing. At 15.02 (down from 96) the market cap is 3.37 bil, less than twice last year's revenue.

At 20.52, the shares are off around 80% from the high of 101.15. High quality German solar power company is major player in silicon photovoltaics.



Energy Conversion Devices ENER

An American tale, a quality diversified technology company with solar photovoltaic and high performance battery products. At 25.92, down almost 70% from high of 83.33.



First Solar FSLR

At 110.06 FSLR stock is off two-thirds from the high of 317. Number one company in top solar power sector: photovoltaic thin-film solar energy.

Photovoltaic Stocks seem oversold in post-election consolidation

Although thin-film solar energy stocks and other photovoltaic power companies have risen sharply in recent days, today's sell-off reflected the overall profit-taking but was accentuated by the SunPower announcement of a revenue and earnings warning based on the rising US currency.

Top Public Photovoltaic Companies; Manufacturers plus Installers / Integraters and Suppliers

In the world of solar photovoltaic energy companies, there are basically three main types of companies. Here's the breakdown:

A) The solar PV manufacturers

B) The integrators / installers and solar project developers / managers

C) The suppliers to the industry

Let's call the first group the Sell Side, as they seek to sell their solar PV modules and systems to the world, and the 2nd group the Buy Side, as these are among the customers of the photovoltaic solar power manufacturers, and the third group the Supply Side.

JA Solar Holdings JASO

China-based manufacturer of high performance photovoltaic solar energy cells.


Yingli Green Energy Holding YGE

Fast growing Chinese solar cell manufacturer may be affected by China's slowdown, but with the ADR shares at just 5.88 (down from 41.50), it's a great time to look into this one.


Evergreen Solar ESLR

USA photovoltaic manufacturer facing some [problems but has $285 mil in cash and a strong order backlog. Also, check out ESLR's lawsuit against Lehman and Barclay's, as reported by the Wall Street Journal.


Solarfun Power Holdings SOLF

Here we go again: Chinese photovoltaic company trades at a PE of just 7.75, with the shares down more than 80% from the high above $40 to today's close of $6.80.


China Sunergy Co (ADR) CSUN

Emerging Chinese solar energy company with rising revenues; based in Nanjibg but exports to the world.



Canadian Solar Inc CSIQ


Another fast-growing Chinese solar photovoltaics system manufacturer, including products for solar bus stop lighting and solar car battery chargers. With the stock at 11.71 (down from 51.80) and a PE of 9.8, definitely worth further research.



Trina Solar Limited (ADR) TSL


Yet one more China solar photovoltaic energy manufacturer, sells its solar modules worldwide, including in Europe. Hit hard by the oil price fall and the liquidity cruch in capital markets, the ADR shares are at 13.95, down from 68.26, and trade at the unheard of PE of 6.59.


ARISE Technologies Corp APV

Ontario-based emerging solar energy company focusing on thin film solar.


Ascent Solar Tech ASTI

ASTI is a development stage company seeking to commercialize flexible photovoltaic modules utilizing technology developed by ITN Energy Systems (ITN).

Record 1-Day Returns for Photovoltaic stocks; FSLR up 22.6% today

It was a matter of time before the fear and carnage turned to greed and glee, and the green stocks sector exploded upwards today, led by photovoltaic solar energy companies and geothermal power producers.

Top PV Energy Stocks; Investing in best photovoltaic solar power stocks

A lot of investors are confused by the downside volatility in recent weeks and green energy stock holders have reason to be doubly concerned, for their shares have taken a hit whether the oil price or the stock market is down; this means recent months have seen tremendous erosion in the market capitalization of major publicly-listed photovoltiac solar energy companies.

Here are some significant companies in the global photovoltaics industry, including purer plays, mixed plays and diversified investments.

Pure PV Plays - photovoltaic solar energy companies


The most exciting company in the thin film photovoltaic solar energy industry, at 117.45 (down from an ultra-exuberant 317) longterm investors get an opportunity to own a global solar power pioneer at a multiple of just 42.3 times this year's earnings, and less than 20x next year's forecasted earnings, though the market cap is US$9.4 billion. A global economic downturn may also make it easier for FSLR to lock up longer term tellurium supplies at a reasonable cost, ensuring increased profitability for years into the future. Some call FSLR the next Google, and it has a tendency to explode upwards when it makes a move, occasionally rising 30% to 40% in one weeek.



At 33.9 euros, the market cap is about 3.56 billion euros; the shares are off from a high of 102.85. For the world's largest photovoltaic solar energy manufacturer, the valuation seems reasonable enough and institutional and green investors will be stepping into this.



Closing Friday at 21.90, down from 90, the stock trades at an attractive P/E of 16.6. The market capitalization is US3.38 billion.



At 18.14 euros, the shares are off substantially from a year high of 53.19, this fast growing photovoltaic solar energy company offers a PE of about 18 and a market cap of 2.1 billion euros.



China-based manufacturer of silicon wafers provides solar cells to many leading international photovoltaic companies. With a customer list like this, the stock begs research. At 19.06 (down from 75.65), LDK trades at just 7.5 times earnings, with a market cap of only US$2 billion.



This China-based photovoltaic solar power producer has rapidly growing revenues in a market where clean air and water are taking increasing priority. At 6.43 (down from 27), all the air seems to be out of this one; the market capitalization is down to US$1.1 billion. A high risk high potential reward for longterm growth investors. Medium risk investors should look for green energy funds with quality photovoltaic holdings such as the pv stocks mentioned in this PV Intell post. JA Solar could be a household name within a few years ...



At 5.37, up 0.21 on the day but off hugely from a year high of 41.50, YGE exhibits consistently strong revenue growth and is a rising star in both China and abroad. Market cap is about US$682 million.



More Diversified PV Plays - some leverage to solar photovoltaic sales



AMAT at 12.70 yields 1.89% and trades at a PE of 15.29, with a market cap of US$17 billion. The solar photovoltaic sales and potential are partially buried in this successful USA high tech company, but may be spun out to increase value at some future date. AMAT doesn't have the photovoltaic panel sales levels of Sharp and SANYO, but its thin-film solar technology utilized in its SunFab solar power line position AMAT as a serious contender, particularly in the area of building-integrated solar electricity technology.



Diversified Japanese electronics manufacturer makes money from flat panel TVs and from photovoltaic solar panels. At 7.56, down from 19.70, the company is valued at just over $8.3 billion, with a PE of <>



Successful Japan-based electronics firm is also a solar photovoltaic industry heavyweight. At 7.25 the shares are just over half the year high of 14, with a market cap of just US$2.7 billion. The forward PE is listed on Google Finance as 67.92 versus this year's PE of just 15.93, so there must be revenue and/or margin concerns on the horizon.



Diversified Investments incl photovoltaic industry


Diversified electronics and maufacturing company is also a market leader in solar energy, wind power, water purification and other high growth industries. At 21.50 the shares trade at 10x earnings, yield 5.77%, with a mkt cap of US$225.7 billion.



Diversified Japanese electronics, telecommunications, information processing and environmental equipment manufacturer is the world's 5th largest photovoltaic solar power producer (after Q-Cells, Sharp, SunTech and First Solar). With the shares at 55.00, down from 100.78, they now yield 1.95% and trade at a PE of just 10.7, with a market cap of US$10.4 billion.


Powershares WilderHill Clean Energy (PBW) ETF - Green Stocks Exchange Traded Fund, tracks WilderHill Clean Energy Index. At 12.38 the shares are off from a high of 38.10.


Calvert Global Alternative Energy Fund A (CGAEX)

CGAEX invests in USA and global companies whose main business is alternative energy or are involved in the green power industry. At 8.33, the fund holds Vestas, FSLR, Gamesa and other global clean energy industry leaders.
